The Provincial Department of Local Government headed by the provincial Commissioner of Local Government and three other Assistant Commissioner of Local Government in the respective districts are responsible for the overall Supervision of the Local Authorities, in the Province.

  4. Vertical and Horizontal Co-ordination.
  5. Monitoring and progress review.

  7. Mitigation of Audit Quarries.
Financial Management
  1. Budget Monitoring.
  2. Collection of Revenue.
  3. Grants.
  4. Self Income Generation.
  5. Capital Assists.
  6. Assistant to prepare Development plan(s)
  7. Establishing of information Centers Resource Profile.
Community & Environment Activities.
  1. Making and implumeciting timely policies.
  2. Solid waste management.
  3. Urban Areas-Planning.
  4. Activities of Consultative Committies.
  • Guide to Provincial Council over Local Government Matters.
  • Direct Involment on behalf of public Interests.

Other Duties.

  1. Reimburse of monthly Allowences for 578 Local Authority Councilors.
  2. Reimburse of monthly Salaries for Local Authority employees.
  3. "Release Criteria Based Grants to the Local Authorities.
  4. Release stamp duties/fees assigened to L.A.s and
  5. All fines and Penalties.
Duties and Functional Areas of the Offices.

Commissioner                    -Overall Supervision within the Province.

Asst. Commissioners         -Overall Supervision within the respective Districts.

Investigating Officers        -Supervision and Investigating Administrative, Legal and Financial matters in the L.A.'s Provincial and District Civil Engineers    - Supervision over Rs. 5,00,000/= Constructions. Infrastructure metters.

Assistant Director         -Instruct and Supervision of Development and planning Activities

Community Development Officers            -Supervise and Instruct Community Development Activities in the LA's. (Libraries, Pre School, Community Based grass-roof Level Social Activities.)

Local Government Finance

Annual Budget:-

    Every LA shall each year prepare and submit a budget for the next succeeding year and Containing which estimate of the available income and details of the proposed expenditure for the year. The Council finally Consider and adopt the budget before the Commensment of the year.

Supplementary Budget:-

    The Mayor/Chairman may at any time prepare a Supplementary budget and lay it before the Council.

The Council may pass, Modify or reject any of the items in any budget or supplementary budget or add any item thereto.

Council fund

Every LA shall, for its general financial purpose establish a fund - It includes.

  1. The fines and penalties in respect of branches committed with in the area.
  2. All stamp duties and fees paid by or recovered from the inhabitants of the area.
  3. All stamp duties and fees paid by the inhabitants in the area in respect of Licences.
  4. All Rates, Taxes, Duties, Fees, and Other Charges levied under the authority of the main ordinances and Acts.
  5. General or Special Grants allocated to the council.
  6. All Sums borrowed by the Council in the excises of its powers under the Ordinances and Acts
Local Government Revenues.
  1. Assesment Tex:-    All Municipal and urban Local Athority areas and other "Development Areas" Declared under the P.S.Act No. 15 of 1987.
  2. Acreage Tax:- Land Tax Collect by the PS's from lands over one Hect in extent.
  3. Vehicles Taxes:- Bicycle, Tricycle, Bullock Carts
  4. Entertainment Tax:- Entertainment public performances Ordinances.
  5. Trade Licenses:- One of the key income resources of all Local Authorities.
  6. Weekly fair Fees:- Key resource income too.
  7. Rented Market fees
  8. Fees from rented houses in housing schemes.
  9. All fines Under the
  • Excise Ordinance Opium, Poisons and Dangerous Drugs Ordinance.
  •           Food Act.
  •           Pawn and Brokers Ordinance.
  •           Local Authorities Elections Ordinance.
  1. All Stamp Duties Under the Boat Ordinance.
  • Butchers Ordinance.
  •           Vehical Ordinance.
  •           Public Performance Ordinance.

Maintenance and rehabilitation of rural roads pilot component

This Consist of

  1. Developing a strategy for the management of rural roads.

  2. Rehabilitation and maintenance of about 635 km of rural roads in nine local government areas whose selection is based on the recently completed poverty map for Sri Lanka.

  3. Training and institutional strengthening
