Background and the Rationale of the Pro-Poor Rural Development Project |
|
|
The government of Sri Lanka (GOSL) announced its new policy framework " Mahinda Chinthana " in November 2005. This policy framework stated that the Government would focus on poverty alleviation programmes in rural areas and reduces regional disparities.
Under this policy, the Government of Sri Lanka initiated a new community participation programme called "Gama Neguma" in 2006. This program amis at improving basic infrastructure such as electricity, communication network, water supply, roads,health centers, preschools, community centers and others in rural areas based on community needs. Under the initative of Ministry of Nation Building, 119 target villages have been selected and the projects under " Gama Neguma" were identified through consultation with rural community. These projects will be implemented first in 119 villages in 2006, and will be expanded to 14,000 villages throughout the country.
As in the case of Gama Naguma programme, The Pro-Poor Rural Development Project aims at reducing poverty in rural areas mainly by developing infrastructure. During project formulation, to identify the needs of community and to select sub-projects to be implemented under the project, a number of consultations were held in the rural areas with the local authorities such as Pradeshiya Shabas, Divisional Secretariats, and Provincial Councils. |

OBJECTIVE OF THE PROJECT |
|
|
The Objective of the Project is "to reduce rural poverty and mitigate regional inequality by enhancing the accessibility to economic and social services through improvement of roads in selected districts" |
|
|
|
|
|
Scope of the Project |
|
|
Project covers construction, rehabilitation and improvement of road network in Hambanthota District.
Provincial Roads: 67.00 Km National Roads:121.00 Km (Continuation SIRUP Sub - Project by RDA) |
|
|
|
|
|
|
|
|
The sub-projects have been selected according to the criteria below. |
|
|
1. Roads that contibute to increase economic opportunities
2. Roads connnecting the selected villages with rural market places, banks,and commmunication services.
3. Roads the selected villages with B or C class roads.
4. Roads connecting villages withing the DS divisions, and
5. Roads connecting the DS Divisions with District Township. |
