Under the 13 th amendment of the constirution, the subject of livestock development was devolved to provincial councils and provincial department of animal production established under the provincial ministry of Agriculture. As a result of that the Ass. Directors automatically became as provincial Directors of the Department. To day the provincial Director is a post of Class I in the AP & h service cadre. department of Animal production is the main technical department having qualified expertise of livestock development in the country. hence the department of AP plays main and important role in livestock development, which is one of the main and priority areas of development in government policy. The Department of Animal Production of Southern Province consist of provincial Directors office, 23 field Veterinary offices, Artificial insemination Cener and Kekanadura livestock Development complex. There are three sub units in kekanadura livestock development complex namely the pasture and fodder development center, regional poultry hatchery and the animal husbandry training centre. Conducting residential and nonresidential training for the farmers as well as officers, supply of suitable pasture and fodder to the farmers, supply of day old broilers, producing organic fruits and vegitables including organic fertilizer are the main function of the kekanadura Livestock Development Complex. The Provincial DAP comprising the technical staff of 36 Veterinary Surgeons(VSs), 65 Livestock development Instructors, 11 clerical/parallel staff, 16 drivers and 98 minor employees. Provincial Department plays the key role in livestock development programmes including the programs of all other agencies and central Department.
